The session: ePINS and the digitalisation of Victoria Police
The session centred on ePINS, the Electronic Penalty Infringement Notice System developed by PhoenixDX in partnership with Victoria Police and OutSystems. It was a story that resonated strongly with the ONE 2026 audience: a mission-critical, government-scale transformation delivered at speed, with real and measurable impact on frontline operations.
Before ePINS, Victoria Police’s traffic fine process was entirely paper-based. Officers handwrote infringement notices in the field, issued paper copies to motorists, and later submitted details for manual data entry into the Fines Victoria system, a slow, error-prone process that consumed significant time and resources.
ePINS changed all of that. The mobile application enables officers to issue fines in the field instantly, automatically calculate demerit points and penalties, and sync data in real-time with Fines Victoria, all from a device in their pocket. Delivered in just nine months with a team of five developers, the solution was rolled out across the entire Victoria Police user base and has since become a reusable platform foundation for further field-based applications across the force.
