About the organisation

Victoria Police is the primary law enforcement agency for the state of Victoria, Australia. With over 22,000 employees, the agency provides policing services 24/7 to safeguard more than 6.8 million people across the state.

The challenge

Victoria Police’s traditional Penalty Infringement Notice (PIN) system for traffic fines was entirely paper-based, resulting in delays, manual data entry, and operational inefficiencies. Officers were required to:

  • Handwrite traffic fines in the field
  • Issue paper copies to motorists
  • Later, submit those details for manual data entry into the Fines Victoria system.

This process was tedious and time-consuming, reducing the amount of time officers could spend supporting the community. Manual data entry resulted in voided infringements each year due to errors, costing the state lost revenue.

Committed to improving frontline policing, the digitalisation of the PIN process became a strategic priority in Victoria Police’s broader digital transformation agenda.

The solution

In partnership with OutSystems and digital delivery partner PhoenixDX, Victoria Police developed an Electronic Penalty Infringement Notice System (ePINs)—a mobile application built using the OutSystems low-code platform. The ePINs app digitalises and streamlines the traffic fine issuance process through a secure central system available on frontline police officers’ mobile devices. Offering real-time connectivity and offline capability, the solution enables officers to:

  • Instantly access an offender’s history
  • Automatically calculate demerit points and penalties
  • Issue traffic fines on the spot via SMS or email
  • Issue multiple infringement notices simultaneously
  • Seamlessly sync data with backend systems, including Fines Victoria.

The ePINs solution was developed and deployed in just nine months and successfully trialled in Melbourne’s south-east, where over 5,000 digital infringements were issued in the first six weeks. The rollout of the application is scheduled for completion by the end of June 2025.

By embracing low-code and a modular approach, Victoria Police has not only transformed its traffic infringement notice process but also established a scalable foundation for the organisation’s broader digital transformation goals. During the delivery of ePINs solution, the PhoenixDX team shared their extensive knowledge of the OutSystems platform with the Victoria Police team, leaving them with the internal capability to build further OutSystems applications independently. Also, due to PhoeniDX’s intimate knowledge of ePINs, the company was chosen as the preferred Managed Services provider to ensure the application continues to run optimally beyond the initial rollout.
