Victoria Police – Going Digital

The mobile field service system developed in partnership with OutSystems and PhoenixDX reduces paperwork and puts more police back on the beat.

Victoria Police has announced the statewide rollout of a new digital solution that enables officers to issue traffic fines directly from their mobile devices. The new Electronic Penalty Infringement Notices (ePINs) system modernises the way traffic infringements are issued and processed. Accessible from mobile devices, the app allows officers to quickly check a driver’s offence history, calculate penalties and demerit points, and confirm due dates. With the driver’s consent, fines can be issued instantly via email or text message—streamlining enforcement and improving the overall experience for officers and the public.

Launched in February 2025, the system was successfully trialled in Melbourne’s southeastern suburbs, with over 5,000 electronic fines issued within the first six weeks. The program forms part of a $7.2 million upgrade by the Victorian Government and is on track to equip all Victoria Police officers with ePINs capability by June 2025.

The ePINs solution was designed and delivered in just nine months, thanks to a collaborative partnership between Victoria Police, OutSystems, and PhoenixDX. The vendors were selected through a competitive tender process: OutSystems’s powerful low-code development platform and PhoenixDX’s deep expertise in developing mission-critical systems for thousands of users.

Building on the success of ePINs, Victoria Police has already developed a second field-based application in record time by reusing foundational components created for the ePINs system. This modular and scalable approach is accelerating the organisation’s broader digital transformation goals.

PhoenixDX is now working closely with Victoria Police to develop a standardised OutSystems development playbook—paving the way for future digital solutions that support agile, scalable, and secure policing operations.
