Victoria Police’s ePINS project named a finalist in iTnews Benchmark Awards 2026

A ground-breaking electronic traffic fines application developed by Victoria Police has been named a finalist in the State Government Technology Project category at the prestigious iTnews Benchmark Awards 2026. The awards night is proudly sponsored by PhoenixDX. 

The State Government Technology Project category recognises initiatives within state government departments or agencies that deliver measurable internal efficiencies or improved citizen services.

Victoria Police partnered with OutSystems and PhoenixDX to design and deliver the ePINS solution – a transformative mobile field services system that reduces paperwork and returns more police officers to frontline duties (read the full case study here).

 

Transforming frontline productivity

Delivered in just 9 months, the ePINS solution has delivered a clear, measurable impact:

  • The average time to issue an infringement notice dropped from 9 minutes to 2 minutes — a 78% improvement.
  • Infringement error rates fell from 12–15% to approximately 1%, significantly improving data accuracy and reducing administrative rework.

The result is more time back on the beat, less time exposed to roadside risk, and a faster, more responsive experience for the community.

Importantly, ePINS was not designed as a one-off application. The project established a reusable digital delivery foundation, including platform architecture, governance models, and reference components, enabling Victoria Police to accelerate future initiatives and reduce costs with every new use case.
