The Challenge

The independent regulator was managing its operations via a 10-year-old legacy platform that was no longer fit for purpose. The system included dual portals—an internal portal for regulatory staff to manage licenses, incident reporting, safety audits and compliance, and another portal for external operators to submit applications, reports and data.


Over the years, numerous development teams made various system changes, resulting in a fragmented user interface (UI) and inconsistent user experience. Further, the legacy system was slow, hindering the regulator’s ability to manage operations and evolve the system easily and efficiently. Due to the mission-critical nature of the system, the regulator sought a cost-effective solution that could be implemented rapidly without sacrificing quality.

The Solution

The independent body rebuilt its core system in only 9 months using the OutSystems AI-powered low-code platform. The modern solution consists of a regulatory portal for 300 users, an operator portal for 3000 users, a mobile app for duty officers and a back-office app for administrators. It replicates key functionalities—licensing management, accident and incident reporting, safety audits, and network data management—while vastly improving the user interface and user experience. It offers enhanced usability, consistent UI, and seamless navigation, significantly boosting user productivity.
